DICK PALCZYNSKI'S BIOGRAPHY

Professional Leadership
Richard W. Palczynski, Founder & Principal of SeaTower Consulting was most recently Senior Vice President with Towers Perrin Reinsurance, having joined that firm in March 2004. Dick retired from The Hartford Financial Services Group in 2003 where he held the position of Group Senior Vice President and Chief Actuary since May of 1999. Prior to joining The Hartford, Dick's career spanned 28 years with the Travelers Property Casualty Corporation, leaving as Executive Vice President in the Claims Services Division. In that position, he was responsible for guiding all aspects of Workers' Compensation strategy across all markets and disciplines. Dick also led the Alternative Markets Division in that capacity. Prior to this position, he was Chief Financial Officer and Chief Actuary of the Commercial Lines Division of Travelers.

Achievements and Service
Dick is a Fellow of the Casualty Actuarial Society, a member of the American Academy of Actuaries and is a recognized expert in the field of Workers' Compensation, having served on many industry and public boards and committees. He was selected by the American Society of Workers' Compensation Professionals (AMCOMP) as the 2003 recipient of the Legends Award granted for outstanding lifetime achievement in the field of Workers' Compensation.

Mr. Palczynski's many achievements in Workers' Compensation include the launching of the industry's first teleclaim system and the design and introduction of the first large deductible product. Dick's latest service to the industry was as chairman of the industry's Workers' Compensation Terrorism Reinsurance Pool Committee, an effort funded by 14 insurers and sponsored by AIA, AMIA, and NAII.

Education and Personal
Dick attended the University of Rhode Island, attaining a Bachelor of Science in Mathematics. He also earned a Master of Arts degree in Probability and Statistics from the University of Maryland. He has served on the adjunct faculty of the University of Connecticut, the University of Hartford, and Temple University. Dick has served on the board of directors of the National Council on Compensation Insurance and the Workers' Compensation Research Institute, and is currently on the board of the Florida Workers' Compensation Insurance Guaranty Fund. He also holds the elected office of Treasurer of Shelter Harbor, a fire district in Westerly, Rhode Island.

Dick resides in West Palm Beach, Florida.
